cd->hro: Please take over. May be there is an easy solution for this problem,
but I fear that it would need to much effort.
Root cause is related to the command line argument parsing in
osl_getExecutableFile() which fails in this scenario. It's used by the bootstrap
mechanism in unotools/source/config/bootstrap.cxx to determine the executable
path. SB states that Windows uses a single code page for command line arguments
and therefore an asian folder name cannot be sucessfully retrieved.
