yeah, there's your problem the locale is en_US so that gets set on startup.
Indeed the best thing would be for the option not to be really there in the UI,
in this case I'm the fedora maintainer, so I'll log it as
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=166755 against myself and
fix it.
To change your system lang, use desktop->system settings->language, i.e.
system-config-language from the console.
This isn't a "generic" OOo bug, so I'll mark it as "invalid" for normal OOo and
move to rh#166755# for this rh specific bug
