We are dealing with 1.9.122. Below, I describe two approaches:
1. Open the Math Component. In the centre of Standard Toolbar I find a
button labelled "Create Table"
2. Open the Writer Component. Then Insert => Object => Format.
In the centre of Standard Toolbar I find a button labelled
"Create Table"
