This behaviour is intended. There's no real "anchored to paragraph" in MS Word.
The "anchored to character" in Writer with its new extensions in OO 2.0 comes
closest to the algorithm for anchoring used in Word.
Thus in OO 2.0 the import changed to "character" when such objects are found.
