I opened Impress to a blank presentation, and using Ctrl+Shift+F5 launched the navigator properly. I also tested with three presentations open with 3 slides in each. Everything appears to be working as intended. Shift+F5 doesn't open the navigator however. You might want to make sure that your F-keys are working properly. Some keyboard's F-keys are not enabled until after the drivers are installed. Then again, it might be a bug in the German version if that is what you are using.
