The spec doesn't say.   However, our interpretation is that yes all instances 
should have the same AppId.
If the same application runs on different devices, they will have a separate 
public key in security 2.0 though,
since they're claimed separately, so the public key is more like an application 
instance identifier.

application.
My question is : Should the same application running on different devices has 
the same AppId?
If it's true, we should not generate the AppId at run-time, it will cause the 
same application on the different devices has different AppId.
