The best thing to read with regard to what we, the board, are looking for, is http://apache.org/foundation/board/reporting Of course, that leaves a LOT of room for individual interpretation, but it should give some idea. A lot of report contain number of (active) committers, size of mailing lists, number of posts to mailing lists, number and dates of releases.
