This conversation on the Bloodhound list - http://markmail.org/message/a622obtsltipfloe - might also be of interest. It seems that they just agreed to permit anyone with a CLA on file (the @committers ACL) to have commit access to their repos. Notably, this doesn't remove the *social* ACL - that is, someone would still be expected to get on the mailing list and talk about what they wanted to do - but it would greatly speed up the workflow to the actual commit.
