To clarify, ASF guidance uses the term "unit of distribution", and it's
also my reasoning that we need top-dir NOTICE as well as per-package. I
believe I've created it along the way but it was lost somewhere in the
process, nevermind I'll add it again.
One inconvenience coming from this is that we'll need to add new notices
in two NOTICE files now. Do you (other developers) think it should be
automated somehow, e.g. with a script to be run at release time, or is
it too much of a hassle?
