`allura:cj/6460` Test case should cover it, but if you want to manually reproduce, shut down taskd, create notifications on two unrelated project with two non-site-admin users that don't have access to the other project, then start taskd and watch `allura.log` for the "`Skipping notification - User ` … ` doesn't have read access`" message.
