In [#5120], SVN code browsing defaulted to use the HEAD revision instead of a
particular r123 in the URL (similar for hg & git). At some point, this stopped
working for SVN (it still uses branch names in hg & git). We should bring it
back, and add tests to make sure it doesn't get broken again.
