If your neighborhood name has a space in it, using 
/NBHD/import_project/google-code/ will silently fail without an error message 
shown.  I also noticed that ajax requests to 
/NBHD/import_project/google-code/check_names return `"neighborhood": "Enter 
only letters, numbers, or _ (underscore)"`
