My first guess is that Windows has already remembered your wrong password (the 
web one, instead of the app password).

My second guess is that when creating the app password, you accidently click on 
the wrong one.

Right one:
 - Mail (IMAP/POP/SMTP)

Wrong one:
 - Contacts(CardDAV)
 - Calendars(CalDAV)
