The windows drivers I have for w2k don't have any kind of problem like this. Maybe some windows drivers do have this problem but the ones I'm using don't appear to, the level of noise is more than acceptable to me under w2k but when I boot under linux its just aweful, doesn't sound like a hardware limitation, sounds more like things are just being setup or used incorrectly.
