I'm a little dubious about that. It's possible to write a Free pro-logic compatible encoder (I have), as most of the technology predates dobly, but it can't, legally be 100% compatible for licencing reasons. AC3 is much more complicated, and you couldn't feasibly reproduce the encoded output without having followed the spec (unless I'm missing something).
