Actually, I just noticed that even though I configure it with
--with-oss=yes, when config is done running, it says no. Is that configi
switch the only thing that controls whether that is going to be built or
not?

sounds like you didn't build it.

$ find /lib/modules/2.4.17/ -name "snd-*oss*"  
/lib/modules/2.4.17/kernel/sound/acore/oss/snd-mixer-oss.o
/lib/modules/2.4.17/kernel/sound/acore/oss/snd-pcm-oss.o
/lib/modules/2.4.17/kernel/sound/acore/seq/oss/snd-seq-oss.o

Do you have anything like that? (for the right kernel version of course).

Did you configure with --with-oss=yes ?
