But, when I activate arts (with alsa), the sound in other application (which use ALSA directly and not aRts) are better but unfornately, not perfect...
I've tried to use 48000Hz as default frequency, but it seems it doesn't work...

I have resolved the problem the other way. Upgrade the kernel to 2.4.21 gives exelent sound by the kernel driver.

I got the same problem and I found that if you use the second DAC (/dev/snd/pcmC0D1c instead of /dev/snd/pcmC0D0c) the noise disappears. It looks like either the first DAC (which is meant for 4-channel output) is noisy (maybe it depends on load - I got noise when using headphones).
For OSS applications this can be done by using /dev/adsp instead of /dev/dsp. For ALSA applications set ALSA_PCM_DEVICE=1 before running them (I did it in rc.local)."
