Yes.

It is -- in the 2.6 kernel. ALSA wasn't stable enough to be included
in 2.4.0, and now ALSA is too big to be included in the stable 2.4.x
series.

In theory, snd-seq should be loaded automatically, and on my computer,
it does in practice. (But I don't use devfs.)

There should be a file /dev/aloadSEQ which causes snd-seq to be loaded
when accessed. This file should be create by the snddevices script.
