I am very satisified with the answer.
I found setting Master volume to 100 and PCM volume to 75 is what I want.
But setting Master volume to 75 and PCM volume to 100 will cause sound
clicking.

OSS uses diffrent way to control pcm volume as is used ALSA.

OSS sets AC97 PCM volume to 0 dB or +12 dB (boost) and volume is
controled by DSP code.

ALSA uses AC97 PCM volume. You have range from -34,5 dB to +12 dB.
If you want PCM volume from range -34,5 dB to 0 dB (this is without
bost) then use range from 0 to 75 in alsamixer or 0 to 24 in amixer.
