This question just came up, and I don't know the answer. For a 2.4 kernel you needed to patch include/linux/capability.h as follows... #define CAP_INIT_EFF_SET to_cap_t(~0) #define CAP_INIT_INH_SET to_cap_t(~0) where the original values were... #define CAP_INIT_EFF_SET to_cap_t(~0&~CAP_TO_MASK(CAP_SETPCAP)) #define CAP_INIT_INH_SET to_cap_t(0) See if that code is still present and if the patch still works.
