These are exactly the symptoms of having a rate-locked (48000 only) output device and poor resampling support both in the kernel OSS emulation (in the first case) and in libalsa (in the second case). First try to use dxs_support=1; if it does not work, try 4, or even 2 (in this case you will lose the (limited) hardware mixing support).
