hotplug use udev and when active, it may load some of the alsa modules before
alsasound. If you want to get a fixed order with multiple sound cards, you have
to use the index= option for each sound card and the snd cards_limit= in alsa
configuration as explained in ALSA-Configuration.txt. Udev will use those
options and you will get the same order with or without hotplug.

On alsa website, it is also references for multiple sound cards config and
for using udev rules if you have several sound cards of the same model.
