Ah. You can probably do it with gstreamer but I'm afraid I don't have a specific recipe for you. If the offset is always the same, sox can also operate in a filter fashion (stdin->stdout) and has a dcshift operator that can be used. I have no idea how to make that work with Google Voice (never used it).
