This file isn't needed. I use alsa-base.conf to have a fixed order for
the mounted sound cards, even if I remove the driver for one card and
connect USB audio devices, hw:0, 1 and 2 are always reserved.

[rocketmouse@archlinux ~]$ cat /etc/modprobe.d/alsa-base.conf
# ALSA module ordering
options snd slots=snd_hdspm,snd_ice1712,snd_ice1712

[rocketmouse@archlinux ~]$ ls -hAl /etc/modprobe.d/alsa*
-rw-r--r-- 1 root root 76 Mar 31 19:36 /etc/modprobe.d/alsa-base.conf
[rocketmouse@archlinux ~]$
