We do state that the way to get the topology through ALTO should be standardized, though: Section 4.1.1, Requirements, last paragraph: " In addition to having a standardized Server-to-Network interface, the algorithms for generation of ALTO network / cost maps and for endpoint ranking should be normalized as well, to facilitate inter- operability of different ALTO Server implementations.
