An update of draft "ALTO Contextual Cost Values" has just been submitted, on

In a nutshell: this draft proposes to extend the cost information specified in 
[RFC7285] by providing, for a same cost metric, several possible cost values 
where each one depends on qualitative criteria as opposed to quantitative 
criteria such as time. To this end, ALTO queries and responses associate 
so-called "context parameters" to cost metrics. This allows for instance to get:
- "routingcost" values, under SLA-3 in the case of cellular and wifi access 
type,
- or to get an ALTO calendar of cellular connection costs in the uplink and 
downlink directions and depending on whether unattended data is allowed or not.

This draft focuses on use cases in cellular and wireless networks. It assumes 
the availability of cellular cost metrics and associated namespace. The 
extension is applicable to other network technologies.

The purpose is to allow finer grained decisions and avoid defining a metric to 
represent each context. 

The updates wrt version 00 are as follows:
- the design option for cellular networks is to map a cell to a PID. Connection 
costs within to a cell C1 mapped to say PID1 are conveyed as a PID1 to PID1 in 
the uplink and downlink directions with context params "uplink " and 
"downlink". 
- Section 4 proposes a design that logically combines several sets of context 
parameters, moderating thus the set of conveyed parameters combinations and 
metrics. The examples have been revised in that direction.
