To ease tracking the points you raised, I created three issues at 
https://github.com/ietf-wg-alto/draft-ietf-alto-new-transport/labels/tsvart. 
One of these points is related to a pending comment to clarify to what extent 
the current design adheres to RFC9205, especially the considerations related to 
the versioning.  

I trust the authors will engage soon, preferably by addressing separately each 
of the three key issues. Thanks.
