PCE and ALTO work on different aspects. PCE allows to calculate and/or select the best path among network border elements according to some constraints (e.g., latency). Besides that, the PCE can trigger the establishment of such path leveraging on tunneling capabilities, e.g. using Segment Routing with Traffic Engineering. On the other hand, as you know well, with ALTO it is possible to expose network and cost maps for PIDs attached to network border elements. So, while PCE intention is to build constrained paths, ALTO aim is to expose them. Certainly, ALTO could leverage on PCE information for creating the network and cost maps (case not yet elaborated in the form of an RFC or draft, that is, definition of an SBI for retrieving PCE information extracting info from PCE-related databases), but also other forms of interworking could be considered (e.g., ALTO triggering PCE computation of paths). These potential interworking actions could be a matter of a charter item for SBI developments in ALTO WG (or a sequel of it). If they haven't already, I would encourage ALTO practitioners to investigate PCE's activities and see where ALTO solves their problems, or PCE work solves current ALTO problems. Similarly, people working on PCE probably have issues with assembling a topology database, and would probably be fruitful partners for those working on assembling the ALTO database.
