There are two options.  One is the one I chose, which is to use 2 mil
Kapton tape for the insulating process, which is quite sturdy and
unlikely to let the leads move around much.  The other is to leave the
protection circuit board in place and just move the leads from the
output pads to the input pads.  That works fine, but since it leaves
useless mass and I wasn't as worried about lead flexing as you seem to
be, I didn't choose that path.

I guess you could also do something like flood the "ledge" end of the
battery with RTV after soldering the wires and let that form up a
semi-rigid block that might help keep things from wiggling?  I wouldn't
use epoxy because I don't know what the exothermic curing process might
do to the battery .. never tried heating one, don't really want to!
