Thanks.  TeleGPS was there.  I thought I had even looked at that page.  
Unfortunately it has the same problem, and I am afraid of what I think it is.  
See if this makes sense...

The New Mac OS only allows programs to access your files if you specifically 
give them permission.  I had copied older versions from an older computer, and 
don’t remember if I dismissed the query or not.  In any case I didn’t have any 
problems running the program from this “unknown developer”, but now under the 
Security and Privacy tab none of these even show up to give the option for 
allowing access to folders or files or not.

I can try totally removing everything from Altus Metrum and re-installing, but 
I am not sure that process would make the computer “forget” about it.  Maybe if 
someone else is using Monterey they could chime in with results?
