It's just like .rhosts, except the user name is required:

So in your case you need:
shiva.soltec.net bin
You should also make sure of the following (all of which are mentioned
in the FAQ, I think):
* The home directory for "bin" is /usr/bin.
* The .amandahosts file is owned by "bin".
* The .amandahosts file is mode 0600 or 0400.
You should also probably make sure you're really using .amandahosts.
Take a look at /tmp/amanda/amandad*debug and look for USE_AMANDAHOSTS.
That file may also give you some more details about the access failure.
