You probably did not install the various packages that make your system
into a "development" system.  These packages are considered optional by
RedHat, if you are not going to be compiling software yourself.  Since
you are compiling software, you should go and install these packages.

Since I'm not a RedHat user, I don't know the names of them, but
anything with the word "development" or "dev" in the name or comment is
probably fair game.
