Where/how should bugs be reported?

I reported some bugs via sourceforge.  That was a mistake.

I tried again via email to this mailing list.
These were replied to with an address of [EMAIL PROTECTED]

So, where should bugs be reported?  Any special format?  Anything
special I should do with context diffs if I have the fix?
