I swear I'm going to get rid of that damned thing :-).

/etc/amandates is supposed to be a file, not a directory.  Do this:

  # rm -fr /etc/amandates
  # touch /etc/amandates
  # chown <amanda-user> /etc/amandates

Just for curiosity, did you create (mkdir) /etc/amandates?  If so, why?
