Any dump will do a dump of a subdirectory, but it will always be a level
0 (i.e. full dump).  My guess as to what happened to you is that somewhere
between 0.4b15 and 0.4b19, the dump maintainers changed the behavior of
dump when requested to do a level [1-9] of a subdirectory from "just do a
level 0 and don't tell him about it" to "tell him I don't do this, and
don't do it."  But I have no verification of that.

To truly get incrementals, you'll need to use tar.
