Sounds sounds suspiciously like the symptoms I was seeing (and reported
to -hackers). In my case, I was using FreeBSD 4.x; the problem (thanks
to JJ) was isolated to being an artifact of an apparent bug in FreeBSD's
"make" (PR at http://www.freebsd.org/cgi/query-pr.cgi?pr=23328).
At the time I encountered it, I was (also) able to circumvent it via use
of gmake, vs. make.

Right; but folks in the amanda project use automake to generate the
Makefiles (well, the Makefile.in files), and thus the degree of control
over the content of the Makefiles themselves isn't quite what one might
like... and more to the point, I am fairly firmly convinced that it's a
real bug in (FreeBSD) make.
(Your circumvention differs in some respects from mine, but it remains
that, rather than a fix.)
