I think this is wrong. It should be "yes" for "wait".

When inetd/xinetd detects a service mis-behaving (which it calls
"looping"), it will deactivite it for some period of time, like 10
minutes, then turn it back on. Or you may send inetd/xinetd a HUP to
get it to turn everything back on earlier than the cycle time.
