After applying the following patch (at least the killpgrp part), what's
in /tmp/amanda/killpgrp*debug?  It might be that it is failing and that's
the real problem.

Here's a more or less tested patch to 2.4.1p1 that should do the pipe
thing.  Please give it a try and let me know if it works any better so
I can apply the change to the real sources.

Sorry it's so large.  I had to pull some 2.4.2 stuff back into 2.4.1p1
to make it work.  I also added some more documentation and statistics
as long as I was in the neighborhood.
