There might be, but it wouldn't generate the NAK amandad busy error
you reported. This sounds like you have more than one amanda server
(or more than one instance on the same server) trying to run backups
on that client at the same time.
I would look for clues in the log files in /tmp/amanda. And check
your crontab to make sure you're not starting amdump more than once.
