Don't run AMANDA as root. Run it as the AMANDA user (which I hope you
have specified). If your AMANDA user is, say, amanda, then do

Your group ownership may be different, but should be consistent as
above.
(and AMANDA user "amanda" should be a member of group "backup" in this
example). These Amanda programs (no more, no less) **must** be owned by
root and have the setuid bit turned on (rws). This has to be done only
for the server.

You put a tape that either was not labelled by AMANDA (you must use
amlabel for each tape before you use AMANDA), or was defective and could
not be read, or was not the tape with label test11. In any of these
cases, the tape was _not_ tape test11, and that is what matters, because
that is what AMANDA expects.

Two problems here: first, you use "localhost" as the name of your
client. Use the hostname instead (best is, you use the fully qualified
name, "best" meaning "you avoid most trouble doing this" ;-) ). And
second, the inetd daemon on your client (your localhost) seems to be
misconfigured as far as AMANDA is concerned. Check the FAQ for this (and
also the rest of the documentation in the docs directory, as well as
http://www.backupcentral.com/amanda.html).
