been there, done that, asked the same question here.
Apparently Planner simply logs it's informational messages when planning,
and only later sees it has to do a 0 dump, and does so.
Quick hack, make planner also say ``time ot do a 0 dump in pds:/usr''
Quicker hack, simply ignore the message ;)
If you run the attached script (don't forget to specify a no rewind tape
device) you'll see that there is indeed a level 0 dump on the tape
