Amindexd runs as the Amanda user (see inetd.conf). What are the ownership
and permissions of all those directories down to the .gz file? What about
the .gz file itself?

Amindexd scans the log.YYYYMMDD.NN files in logdir (as defined in your
amanda.conf) to find what dumps are available. Does that log.* file
still exist for 2001-03-14?
The log files are "thrown away" (moved to "oldlog") based on tapecycle.
What is that set to? What does /tmp/amanda/amtrmlog*debug say?
