Actually, you don't have to do that.  One of the reasons for the move to
2.2.19 is NFSv3 support (finally).  One of the results (or maybe just
another feature) is that lockd now *needs* to be started by the kernel,
not by the startup scripts.  So, 'chkconfig --level 345 nfslock off', and
the kernel will start lockd automagically when it's needed.

You want locking.

I installed 2.2.19 (self compiled, but using RedHat's config file from
2.2.16-3 as a start) a couple of weeks before RedHat's release of it on
all our boxes (which are all RH6.2), and had no issues with amanda.  If
you want my config file (or even the pre-compiled tarball), let me know
off-list.
