So you've amlabel'd all your tapes?

You've apparently told it to use chg-manual in amanda.conf. That's a
"manual" tape changer, i.e. it uses all the Amanda changer hooks but
expects to talk to a human to do the work.
If you don't want to do that, comment out tpchanger and make sure tapedev
points to your tape device.
