It's on the TODO list to detect this.  Now if I could just figure out
how so many people manage to create it as a directory ...

What version of GNU tar are you using?  If it's not at least 1.13.17
(and probably 1.13.19 would be better), you should upgrade.

Did Amanda do a full dump (level 0) or an incremental (level > 0)?

No.  Those are just informational messages from amcheck.  Those
directories will be automatically created for you by amdump (et al).
