Why is it owned by root? What user is amindexd running as (look at your
inetd.conf or xinetd config file)?

Like many pieces of software, sometimes Amanda sets internal values to
odd values to force something to happen. I suspect that's all you're
seeing here. For instance, it might be trying to make absolutely certain
a level zero is performed.
However, I'd also recommend checking the log files and the curinfo
database to make sure you don't have some permission problems there.
As with the index file, they should be owned by the Amanda user, not
root (unless you configured your system using --with-user=root, which
is unusual).
Assuming your Amanda user is *not* root, you should never, ever, run any
Amanda command (except amrecover) as root. They can leave files laying
around with the wrong ownership.
