That length is suspiciously close to what you get when you have hardware
compression on.  I would expect something around 19000 mbytes.
Are you sure hardware compression is off?

The normal use of Amanda is to use software compression and no hardware
compression; that way Amanda can make better plans to utilise the tape
capacity.  A reason to use hardware compression is reducing the load
on the servers during backup.  Never use both hard- and software
compression.

Using amanda with software compression and writing it on a tape
with hardware compression on, results in a smaller tape; when you
don't want to use software compression, then you may increase the
tapelength, depending on the type of files you plan to back up.
