This comes from dumper **on the tape server machine**. It tried to do
a simple create of that file and got back an error. About the only way
that could happen is if /tmp/amanda (or /tmp or / :-) did not exist.
Any chance /tmp/amanda got removed by some overly enthusiastic /tmp
cleanup script? Or maybe the permissions/ownership got clobbered
(although that should have caused a "Permission denied" error).
