amanda knows the last incremetal level of the filesystem.
AFAIR it asks for the size of this level and the next higher
incremental,
correct?
now, if the filesystem didn't change since the last incremental the size
of the next higher level would be 0, so amanda knows exactly when a
filesystem didn't change since the last backup.
