Amanda needs to do a full dump of all new filesystems (since there's no
full on record).  But it couldn't because they were too big.  Why were
they too big?  Either:

1) Your holding disk isn't big enough, or
2) Your reserve (the % of the holding disk set aside for incrementals) is
set too high.
